The President's Commission on Care for America's Returning Wounded Warriors (Dole/Shalala) was established by Executive Order 13426 in March 2007. The Executive Order recommended the creation of a My eBenefits (aka eBenefits) web portal. The portal would serve wounded, injured, and ill Service Members, Veterans, their families, and their caregivers. It would provide a single sign-on, central access point to online benefits and related services.
True to its mission, the eBenefits portal is a one-stop shop for benefits-related online tools and information. eBenefits serves Wounded Warriors, Veterans, Service members, their families, and their caregivers.
eBenefits provides two main services:
- A catalog of links to other sites that provide information about military and Veteran benefits; and
- A personalized workspace called My eBenefits that provides quick access to eBenefits tools. Using eBenefits tools, you can complete various tasks. You can apply for benefits, download your DD 214, and view your benefits status.
Service Members, Veterans, and their family members can register for eBenefits. Registration gives you access to secure features. It also gives you the ability to personalize features to suit your needs.

DBIDS Registration Mandatory for Little Rock Air Force Base Access
Beginning September 1, everybody who has an identification card to allow them access to the base will have to be registered in the Defense Biometrics Identification System to gain entrance.
You can register at building 1255 in the Pass and ID office. Each ID card holder will need to come in to register.
Anyone who is not registered on that date will be directed to the Visitor Control Center for registration, prior to entering the base. Everyone, to include civil service civilians, contractors and visitors, will be required to register. No registration is required for children who do not possess an ID.
DBIDS is an electronic verification tool designed to easily verify the access authorization of individuals entering military installations. This provides for a more secure installation. It uses barcode technology already on all military issued ID cards. A new card will not be issued.

Veteran Designation Now Appears on Arkansas Driver’s License
Arkansas veterans will now have proof of military service on their driver’s license or identification card. The word “Veteran” can be placed below the individual’s picture on the updated format.
The designation was created by “The Nick Bacon Remembrance Act” in memory of the former Arkansas Department of Veterans Affairs director and Congressional Medal of Honor recipient who passed away in 2010. The bill was introduced by State Representative John Charles Edwards through the efforts of Veterans' Commissioner Tom Thomas of Searcy.
According to Representative Edwards, the designation will serve an important purpose, “It is not unusual for some of our new veterans returning from Iraq and Afghanistan to come home dealing with issues such as Post Traumatic Stress Disorder. In the event law enforcement or medical providers come in contact with such veteran, they can clearly be identified for any necessary assistance.” Edwards also said that veterans will be able to take advantage of discounts offered by local merchants without showing discharge papers.
Another positive, taxpayers will not have to bear the expense of the identification. “The state’s driver’s license was already in the process of being redesigned,” said Edwards, “Therefore, the Department of Finance and Administration was easily able to create a space for the designation.”
The designation will be no additional cost for first time driver’s license applicants and driver’s license renewals. If a veteran chooses to add the designation before their renewal date, they may obtain a duplicate license for $10. The cost of an identification card and duplicate identification card is $5. Proof of service must be established by presenting a personal DD 214 form.
All 134 local revenue offices in the state are now issuing the format.
